At 7 months old, she has already been discarded at an animal shelter by her owners.  We do not know why she was given up -- we just know that animal control was summoned to go and pick her up from her home.  Francesca was positively terrified at being in a cold, noisy animal shelter.  She's just a baby, and her family dumped her... probably due to no fault of her own.  Our experience has taught us that all too many people expect a puppy to be perfect and give up when they have to invest work or money in training and caring for it.
